Information under Chapter II Section 4(1) (b) of RTI Act 2005 |
| |
(i) The Particulars of its organisation, functions and duties
The Bihar School Examination Board has been set up under the Bihar School Examination Board Act, 1952.
The Chief duties and functions of the Board, under this act include “holding and conducting an examination at the end of the secondary school education stage, prescribing course of studies for such examination and carrying out such other objects or duties as may be considered necessary for this purpose.”
Organisational Structure: - The organisation is headed by a ‘Board’, which is a body corporate with perpetual succession. It consists of –
- The Chairman
- The Director of Secondary Education, Bihar , ex-officio
- One representative from each of the Universities in Bihar
- One principal of a Training College to be nominated by the State Government.
- Two persons nominated by the State Government on the ground that they possess expert knowledge of examination system.
Officers of the Board – They include
- The Chairman
- The Secretary
- Such other officers as may be prescribed by rules made under the Act of 1952.

(ii) The Powers and duties of its officers and employees
- Powers and duties of the Chairman –
- To see that the Act and the rules and regulations made thereunder are faithfully observed.
- To convene meetings of the Board.
- In any emergency take immediate action and report to the Board at its next meeting and so on.(B) Powers and duties of the Secretary –
1. To present the annual budget.
2. To see that money is spent for the purpose earmarked.
3. Keep the minutes of the Board.
4. Be present at the Board meeting while not enjoying the power to vote and so on.
(C) Below the Secretary, The hierarchy includes –
- Deputy Secretaries (at present 3 in no.)
- Asstt. Secretary
2. Section Officers
3. Assistants
4. Routine Clerks etc.
This part of the hierarchy is responsible for the implementation of decisions.

(iii) The procedure followed in the decision making process; including channels of supervision and accountability.
Policy decisions are made at the level of the board. The Chairman is responsible for major executive decisions and the Secretary, for the administration of the Board. Matters of routine nature and implementation of decisions are the responsibility of the staff. |

(iv) The norms set by it for the discharge of its functions.
The functions are regulated by the BSEB Act of 1952, the rules and regulation made thereunder and the various decisions taken by the Board from time to time. |

(v) The rules, regulations, instructions manuals and records, held by it or under its control, or used by its employees for discharging its functions.
The following manuals /regulations are used by the BSEB for the discharge of its functions: -
1. Bihar School Examination Board Manual
2. Instructions of The Education Department.
- Rules and regulations formulated by the board.
- Judgements of the High court and the Supreme Court.

(vi) A statement of the categories of documents that are held by it or under its control.
- Act, statutes, rules and regulations
- Annual budget
- Annual reports
- All records relating to the operation of the organisation

(vii) The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;
- The Board itself consists of eminent members of public who have achieved distinction in the field of education and examination.
- The Board conducts various seminars and workshops to obtain the views of eminent people in the field of education so that the system of examination may be continually updated and improved in tandem with the aspirations of the society.

(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.
The composition and functions of the Board that governs the organisation has been described at serial 1 above. Its meetings are not open to public.
To look into cases of indiscipline and use of unfair means by examinees a committee is appointed under Regulation 1 of Chapter III of the BSEB manual. Usually retired senior officers of Bihar Education Service are appointed on this committee. |

The Board does not have any subsidy programmes But it does have a scholarship programme, the beneficiaries of which, are students who have secured good percentage, of marks in the Annual Board, examinations. Besides, for teachers’ benefit it maintains a Teachers’ Welfare Fund. |

(xiii) Particulars of recipients of concessions, permits or authorisations granted by it.
The SC, ST and BC - I students are not required to pay examination fees. |

(xiv) Details in respect of the information, available to or held by it, reduced in an electronic form;
Information is stored in relevant files, registration records (available from 1990 onwards), marks tabulation registers and other documents. At present attempts are underway to prepare records in an electronic form.
However, important information is already available on the Board's website www.bsebpatna.com. The results of the Annual Examinations are also put on the website. |

(xv) The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use: -
- Inquiry Office- During the normal working hours any information of routine nature may be obtained from the inquiry office.
The working hours of the office are from 10:30 A.M. to 5 P.M.
- People with specific problem can see the officers (including the chairman, the secretary and the deputy secretaries between 3 P.M. and 5 P.M. on any working day.
There is a library on the BSEB premises but only the employees of the organisation are entitled to its use. |

Information relating to registration, examination, evaluation etc. is available with the Examination Division of the Organisation.
- Information regarding the issue of duplicate certificates, marks sheets, corrections etc. is available with the certificate cell and certificate section.

It is the constant endeavour of Bihar School Examination Board to maintain complete transparency in the process of disposal of work.
